    Contenuti

    Nella prima parte dell’insegnamento verranno introdotti i principi e le regole dei sistemi europeo e internazionale di protezione della sicurezza alimentare, quali il principio di precauzione e quello del mutuo riconoscimento.
    Nella seconda parte si affronteranno le diverse norme europee concernenti la sicurezza alimentare, in particolare le relative definizioni, la responsabilità degli operatori del settore alimentare, quella per danni da prodotti alimentari difettosi, la tracciabilità e il pacchetto igiene, il sistema di allerta rapido, le norme relative all’etichettatura, alle denominazioni e ai marchi (incluse DOP, IGP ed STG), le produzioni biologiche, i cibi tradizionali e i novel foods.
    La terza parte affronterà le tematiche relative al sistema internazionale di protezione della sicurezza alimentare e l’impatto delle relative regole sul diritto alimentare europeo.

    Obiettivi formativi

    L’insegnamento tende a fornire agli studenti la conoscenza dei principi fondamentali e delle regole del diritto alimentare, con particolare riferimento ai sistemi europeo e internazionale di protezione della sicurezza alimentare.
    1) Conoscenza e capacità di comprensione.
    Al termine dell’insegnamento, lo studente dovrà conoscere e aver compreso le regole giuridiche e i principi fondamentali dei sistemi europeo e internazionale di protezione della sicurezza alimentare.
    2) Utilizzazione delle conoscenze e capacità di comprensione applicate.
    L’insegnamento è finalizzato ad un percorso formativo al termine del quale lo studente dovrà essere in condizione di utilizzare le nozioni relative alla protezione della sicurezza alimentare a livello europeo e internazionale acquisite, anche per orientare gli operatori del settore primario, delle industrie alimentari e della distribuzione dei prodotti alimentari.
    3) Capacità di trarre conclusioni.
    Lo studente dovrà aver maturato una conoscenza e una esperienza tali da potersi autodeterminare in ordine alle proprie scelte professionali.
    4) Abilità comunicative.
    Lo studente dovrà essere in condizione di interloquire in maniera convincente con le istituzioni pubbliche e le imprese interessate nella realizzazione di iniziative nel settore agroalimentare.
    5) Capacità di apprendere.
    Lo studente verrà allenato alla applicazione di un metodo scientifico, specifico per la materia oggetto di studio, che ne favorisce l’apprendimento.

    Metodologie didattiche

    Metodologia didattica convenzionale (Lezioni frontali e approfondimenti in aula). 36 ore.

    Metodi di valutazione

    Esame orale.
    L’accertamento dell’apprendimento sarà effettuato tramite esame orale con votazione in trentesimi. I criteri per la valutazione della prova finale sono basati sia sulla correttezza e chiarezza espositiva dei contenuti, sulla capacità e abilità di analisi critica degli argomenti affrontati e sull’impegno personale impiegato nell’approfondimento di specifici argomenti definiti con il docente.
    Pertanto il candidato che non raggiunge nessuno dei risultati descritti al punto “Obiettivi formativi” determina il mancato superamento dell’esame.
    Da 18 a 21: lo studente dimostra un livello sufficiente di preparazione, in termini di conoscenza e comprensione della disciplina, capacità di analisi e di interpretazione dei dati normativi e giurisprudenziali, capacità di restituire le competenze acquisite in forma chiara, lineare e ragionata.
    • Da 22 a 24: lo studente dimostra un livello pienamente sufficiente di preparazione, in termini di conoscenza e comprensione della disciplina, capacità di analisi e di interpretazione dei dati normativi e giurisprudenziali, capacità di restituire le competenze acquisite in forma chiara, lineare e ragionata.
    • Da 25 a 26: lo studente dimostra un livello buono di preparazione, in termini di conoscenza e comprensione della disciplina, capacità di analisi e di interpretazione dei dati normativi e giurisprudenziali, capacità di restituire le competenze acquisite in forma chiara, lineare e ragionata.

    Contents

    The first part of the course will introduce the general principles and rules of the EU and international food safety protection systems, such as the precautionary principle and the judicial doctrine of mutual recognition.
    In the second part, the EU food safety rules will be addressed, with particular reference to its definitions, the responsibilities of food business operators, the liability for defective food products, traceability and the hygiene package, the rapid alert system, rules concerning labels, names and trade marks (including PDOs, PGIs and TSGs), as well as organic, traditional and novel foods.
    The third part will concern the International food safety protection rules and their impact on EU Food law.

    Course objectives

    The course aims at providing students with knowledge of the fundamental principles and rules of food law, with particular reference to the EU and International food safety protection systems.
    1) Knowledge and understanding.
    At the end of the course, students are supposed to know and understand the legal rules and fundamental principles of food law.
    2) Applied knowledge and understanding.
    The course aims to be an educational path at the end of which students will be able to use the notions of EU and International Food Safety protection systems acquired, also in order to advise, as consultants, professionals in the primary sector, food industries and operators of the distribution chain.
    3) Making judgements.
    Students will have built such knowledge and expertise as to be able to self-determine their own professional choices.
    4) Communication skills.
    Students will be able to interact convincingly with public authorities and businesses involved or interested in the realisation of initiatives in the agri-food sector.
    5) Learning skills.
    Students will be trained to apply a scientific method, which is specific to the subject of their studies and will promote learning.

    Teaching methods

    Traditional teaching method (Lectures. Analysis and guided debates on controversial cases).
    36 hours.

    Evaluation methods

    Oral exam.
    Assessment of the student’s knowledge will be carried out through an oral exam (A 30-point scale is used for the rating. Passing grade: 18 to 30).
    Evaluation criteria are based both on correctness and clarity, on proficiency and critical analysis skills on the topics addressed as well as on personal commitment to in-depth research of specific topics agreed with the professor.
    Therefore, the candidate reaching none of the results described under “Educational goals” will cause failure of the exam.
    From 18 to 21: the student shows a sufficient level of preparation, in terms of knowledge and understanding of the subject, analytical and interpretative skills of the normative and case-law data, ability to express the acquired competences in a clear, consistent and reasoned manner.
    From 22 to 24: the student shows a fully sufficient level of preparation, in terms of knowledge and understanding of the subject, analytical and interpretative skills of the normative and case-law data, ability to express the acquired competences in a clear, consistent and reasoned manner.
    From 25 to 26: the student shows a good level of preparation, in terms of knowledge and understanding of the subject, analytical and interpretative skills of the normative and case-law data, ability to express the acquired competences in a clear, consistent and reasoned manner.
    From 27 to 29: the student shows a very good level of preparation, in terms of knowledge and understanding of the subject, analytical and interpretative skills of the normative and case-law data, ability to express the acquired competences in a clear, consistent and reasoned manner.
