Contenuti | Il corso è indirizzato a fornire al discente le conoscenze necessarie a comprendere la centralità che il fenomeno digitale ha assunto nell'ambito della comunicazione, della informazione e della partecipazione politica nonché le difficoltà della regolamentazione della rete, quale fenomeno sovranazionale, a livello statale e l'importanza della questione nella disciplina legislativa e nella giurisprudenza. Lo studente sarà introdotto alla conoscenza del problema della regolamentazione di Internet specie in relazione ai diritti fondamentali della persona nonché in relazione all'attività della Pubblica Amministrazione. |

Obiettivi formativi | Conoscenza e capacità di comprensione. Lo studente dovrà dimostrare una conoscenza almeno sufficiente degli argomenti indicati nel programma (knowledge and understanding). |
Prerequisiti | Non sono previste propedeuticità. Si richiede tuttavia una conoscenza approfondita dei contenuti dell’esame di “Diritto privato”. |
Metodologie didattiche | Lezioni frontali (36 ore). Il corso sarà erogato in modalità "a distanza" e le lezioni saranno registrate e messe a disposizione sulla piattaforma TEAMS di Ateneo. La prima parte del corso (50% del totale) sarà erogata in modalità "sincrona"; la seconda parte del corso (40% del totale) sarà erogata in modalità "asicrona"; l'ultima parte (10% del totale) in presenza. |
Metodi di valutazione | L'esame può essere sostenuto in forma orale oppure scritta, a discrezione dello studente. L'esame orale consiste in non meno di quattro domande. Due avranno ad oggetto la parte "teorico-generale", due avranno ad oggetto la parte casistica. La prova scritta, da svolgersi entro 75 minuti, consiste in 15 domande a risposta multipla e tre domande a risposta aperta. Nella sezione "Materiali didattici" sono presenti un test di autovalutazione (con relativo modello di verifica delle risposte) e un esempio di prova scritta conclusiva del corso. Nella formulazione del giudizio finale troveranno applicazione i seguenti criteri di valutazione: • Mancato superamento dell’esame: il candidato non raggiunge nessuno dei risultati descritti al punto “Risultati di apprendimento previsti”; • Da 18 a 21: Livello sufficiente. Il candidato raggiunge, in particolare, i risultati previsti al punto “conoscenza e capacità di comprensione”; • Da 22 a 24: Livello pienamente sufficiente. Il candidato raggiunge, in particolare, i risultati di apprendimento previsti ai punti “conoscenza e capacità di comprensione” e “conoscenza e capacità di comprensione applicate”; • Da 25 a 26: Livello buono. Il candidato raggiunge i risultati di apprendimento previsti ai punti “conoscenza e capacità di comprensione”, “conoscenza e capacità di comprensione applicate” e “autonomia di giudizio”; • Da 27 a 29: Livello molto buono. Il candidato raggiunge i risultati di apprendimento previsti ai punti “conoscenza e capacità di comprensione”, “conoscenza e capacità di comprensione applicate”, “autonomia di giudizio”, e “abilità comunicative”; • Da 30 a 30 e lode: Livello eccellente. Il candidato raggiunge pienamente i risultati di apprendimento previsti ai punti “conoscenza e capacità di comprensione”, “conoscenza e capacità di comprensione applicate”, “autonomia di giudizio”, “abilità comunicative” e “capacità di apprendere”. |

Contents | The course is aimed at providing the learner with the knowledge necessary to understand the centrality that the digital phenomenon has assumed in the field of communication, information and political participation as well as the difficulties of regulating the network, as a supranational phenomenon, at the state level and the importance of the question in the legislative discipline and in the jurisprudence. The student will be introduced to the knowledge of the problem of Internet regulation especially in relation to the fundamental rights of the person as well as in relation to the activity of the Public Administration. |

Course objectives | Knowledge and understanding. The student must demonstrate at least sufficient knowledge of the topics indicated in the program (knowledge and understanding). |
Prerequisites | This course presupposes a solid knowledge of the contents of the "Private Law" teaching. |
Teaching methods | Lectures (36 hours). The course will be delivered in "distance learning" mode and the lessons will be recorded and made available on the University's TEAMS platform. The first part of the course (50% of the total) will be delivered in "synchronous" mode; the second part of the course (40% of the total) will be delivered in "asynchronous" mode; the last part (10% of the total) in presence. |
Evaluation methods | The examination may be taken in oral or written form, at the student's discretion. The oral examination consists of no less thanfour questions. Two will be on the theoretical-general part, two will be on the case study part. The written test, to be taken within 75 minutes, consists of 15 multiple-choice questions and three open-ended questions. A self-assessment test (with an answer-check template) and an example of a written test concluding the course can be found in the 'Learning Materials' section. The expected learning results will be evaluated by means of an oral exam, based on three questions or more. The evaluation criteria and the scale of marks are as follows: less than 18/30: competence level insufficient. The student doesn’t reach the learning results described in “knowledge and understanding”. 18-20: competence level sufficient. In particular, the student attains the learning results described in “knowledge and understanding”. 21-23: competence level satisfactory. In particular, the student attains the learning results described in “knowledge and understanding” and in “applied knowledge and understanding”. 24-26: competence level good. In particular, the student attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding” and “making judgments”. 27-29: competence level very good. In particular, the student attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding”, “making judgments” and “communication skills”. 30-30 with honours: competence level excellent. The student fully attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding”, “making judgments” and “learning skills”. |
